North Africa
Morocco.
A small, gas-led producer with an outsized industrial agenda. Onshore gas, the Atlantic offshore, world-class ports and a national aquaculture plan make Morocco a practical entry point for cost-sensitive well technology and blue-economy projects.

Sector deep dives — Morocco
The country today
Morocco is a country of roughly 37 million people and one of Africa's most diversified economies. It imports the large majority of its energy, which is exactly why gas development, power and efficiency sit high on the national agenda.
Infrastructure is the differentiator. Tanger Med is one of the largest container ports on the Mediterranean, Nador West Med is coming on stream, and the planned Dakhla Atlantic port extends the same logic down the Atlantic coast. Morocco positions itself as the industrial and logistics gateway between Europe and West Africa.
Energy — oil and gas
Domestic production is modest and gas-led. The state agency ONHYM (Office National des Hydrocarbures et des Mines) holds the state interest in all licences and partners with independents onshore and offshore.
The activity that matters today:
- Onshore gas in the east — Tendrara and surrounding licences, developed to supply domestic industry and power.
- Gharb Basin — small, shallow onshore gas fields feeding local industrial customers, with ongoing infill drilling.
- Offshore Atlantic — the Lixus licence (Anchois gas discovery) is being matured towards development, with gas-to-power as the anchor market.
- Gas infrastructure — the Maghreb–Europe pipeline now runs in reverse flow, and LNG import capacity is being planned to secure supply for power and industry.
For Saga's technology portfolio this means: small, cost-sensitive gas fields where well stimulation, integrity and intervention technology can lift output per well — on new wells from day one as well as on mature ones. Every additional domestic molecule displaces an imported one.
Power and the energy transition
Morocco has built one of the continent's most serious renewable programmes (Noor Ouarzazate solar, large wind capacity) and has an ambitious green-hydrogen and ammonia agenda tied to its phosphate industry. Gas is the flexible partner to that build-out. Floating energy and offshore installation capability are relevant as the Atlantic coast develops.
The blue economy
Morocco has one of Africa's largest fisheries sectors and a national aquaculture development plan driven by the aquaculture agency ANDA, with dedicated zones identified along both the Mediterranean and Atlantic coasts. Production is still small relative to the potential, and cage, feed and fish-health know-how is exactly where Norwegian suppliers are strongest.
The Norwegian–Moroccan corridor
Norway has an embassy in Rabat. Commercial ties are concentrated in maritime, fisheries and energy services. Morocco is a member of the African Union and an applicant to ECOWAS, and its banks and industrial groups are active across francophone West Africa — which makes Casablanca a useful base for regional deals.
How Saga works in Morocco
Morocco is desk coverage for Saga: we follow the market from Cape Town and Stavanger and travel when a concrete case justifies it. We do not have staff or an office in the country.
Realistic first steps:
- Screening small onshore and offshore gas wells for stimulation and integrity solutions, brownfield or greenfield.
- Introducing Norwegian aquaculture technology to projects in the ANDA zones.
- Structuring purchase, rental or financed models for operators who need to keep capex low.
If you operate in Morocco and have a well, a field or a project you want screened, talk to us.
